The European Space Agency's member nations have prioritised a Mars mission over a trip to the Moon as part of the Naples council at ministerial level negotiations.
Proposals for a lunar lander were abandoned due to lack of support, however trips to Mars garnered a more favourable reception. The ExoMars (Exobiology on Mars) program was initially billed as a collaboration with Nasa, but the American space agency withdrew from the project meaning the ESA will now be working with the Russian agency Roscosmos.
The ExoMars mission currently plans to use Russian Proton launchers to send an orbiter and small stationary lander to the Red Planet in 2016 followed by a rover in 2018.
The council also saw the ESA discuss successors to the current Ariane 5 launcher vehicle.
The need to plan for the future of the Ariane 5 launcher was a pressing concern as its commercial dominance is under threat from competitors such as SpaceX's Falcon 9 and Falcon Heavy rockets. The result of extensive council negotiations was that work will continue on a midlife evolution for the existing launcher for two years giving the ESA time to assess and investigate building an Ariane 6 rocket before committing to a final decision in 2014.
The ESA also confirmed that it will pay Europe's share of the International Space Station's running costs until 2020, including an in-kind payment in the form of a component for the Orion Multipurpose Crew Vehicle allowing the ESA to collaborate with Nasa on a human space transportation system.
